The Plasma Netbook interface is included in the standard KDE installation - only a couple of mouseclicks are needed to enable it.
To enable the Netbook interface, start System settings, choose 'Desktop', choose 'workspace' and under Form Factor choose Netbook. For more info and tips see the external links below
